Waiting in the vehicle until help arrives is the safest and most effective approach when your vehicle is stopped on the roadside. Remaining inside the car provides a barrier between you and oncoming traffic, which significantly reduces the risk of injury from passing vehicles.

Staying in your vehicle also allows you to remain safe from the elements and is generally more comfortable while you await assistance. Additionally, it keeps you in a better position to communicate with emergency responders when they arrive, as they'll be able to see you clearly.

This option takes into account several safety considerations; for instance, exiting the vehicle could put you at risk of being hit by another car, and moving away from the vehicle can be dangerous, particularly if you're on a busy road. Setting out flares is helpful for visibility but doesn’t address personal safety as effectively as staying inside the vehicle does.
